He's not even making an attempt at a snide remark in Nathan's direction.

The view from the back of the limousine was betraying nothing more complex than the wooded areas on each side of the empty road, but the light reflecting on the interior of the space showed someone was behind them, running their highbeams in the middle of the day.
Nathan looks out the side window as the car passes -- camoflage painted, Taggart's car -- and stares incredulously.

"What the hell are you -- " the driver manages to question before the deputy clocks the driver in the jaw with the butt of the rifle, walking past Nathan (now between the gang and his open backseat door) toward the Congressman.
"Deputy!" Nathan tries. Nothing. Jo nor Fargo are paying any attention to him whatsoever. "Fargo!"
